Two things make exterior washing different in Cairns than it is further south: the growth on the surfaces, and the rules about the water used to remove it.

Then the rules, which are the part nobody publishes. Cairns Regional Council operates permanent water conservation measures, described as Level 0, and they are not merely advisory: the restriction sheets cite penalties under section 43 of the Water Supply (Safety and Reliability) Act 2008. Under Level 0, cleaning paved areas can be done using high pressure, low volume cleaners or a hand-held hose fitted with a trigger nozzle, at any time. That is an express permission, and it is the reason a proper pressure washer is the right tool rather than a hose. High pressure, low volume is precisely the trade-off the rule is written around: more cleaning force, less water.

It changes when restriction levels rise. From Level 1 through Level 3, hosing paved areas is prohibited unless the cleaning is required because of an accident, fire, health hazard or other emergency, and at Level 4 water must not be used to clean paved areas at all outside those same exceptions. The same permanent measures also limit sprinklers to alternate days by house number, with none on Mondays and only in the 5am to 9am and 5pm to 9pm windows.
