Lawn and garden help for older Cairns residents: options and funding

Older Cairns residents can pay a private mowing service, or may get subsidised garden help through the Commonwealth Home Support Program, Support at Home, the NDIS or DVA's Veterans' Home Care. Eligibility and cover vary, so start with My Aged Care on 1800 200 422 or the agency that fits your situation.

When the mowing gets too hard, the question is usually really two questions: who can do it reliably, and can someone help pay for it. This guide maps the four government routes that can fund light gardening, what each one covers according to the agency's own pages, and what to ask any contractor you let onto the property, funded or private.
It is written for pensioners and other older owners, and for the adult children arranging help for a parent, sometimes from the other side of town or the other side of the country. The program details come from My Aged Care, the NDIS and the Department of Veterans' Affairs as checked on 29 September 2026. Rules and contributions change, so confirm the detail with the agency before you rely on it.

The four ways to get help with the lawn
Most older residents end up on one of these routes, or a mix of two. The funded ones all start with an assessment, so it pays to know which door to knock on first.
- Pay privately. You book a mowing service directly, set the schedule and choose who comes. There is no assessment and no wait for funding.
- The Commonwealth Home Support Program (CHSP). Entry-level help for people aged 65 or older, Aboriginal and Torres Strait Islander people aged 50 or older, and people aged 50 or older who are homeless or at risk of homelessness.
- Support at Home. Introduced in November 2025, replacing the Home Care Packages Program, for people with more complex or intensive needs. Its everyday living supports include gardening.
- The NDIS. For people with disability who applied before turning 65. The NDIS says core supports funding can pay support workers for everyday tasks, and it names yard maintenance among them.
- DVA Veterans' Home Care. For Veteran Card holders who live at home and have difficulty with daily activities. Its Home and Garden Maintenance service includes lawn mowing.
Two rules link these together. The NDIS says you cannot use NDIS and aged care supports at the same time: a participant who turns 65 chooses one or the other. DVA says veterans can use DVA services alongside mainstream aged care as long as the services do not overlap, so a veteran whose DVA hours only partly cover the garden can ask My Aged Care for an assessment for the rest.
What funded garden help covers, and what it does not
My Aged Care's home maintenance and repairs service is the one that pays for yard work through CHSP and Support at Home. It lists light gardening, such as weeding, mowing and pruning, and describes the aim as keeping your home and garden safe and liveable. It does not cover professional gardening such as tree lopping, jobs that are not about safety such as installing a garden bed, or work that is someone else's responsibility, such as a landlord's or a government housing authority's.
Veterans' Home Care is more specific about the numbers. According to DVA, Home and Garden Maintenance covers up to 15 hours in a 12-month period, with a co-payment of $5 an hour capped at $75 for the 12 months. You may also need to pay for supplies or rubbish dumping fees, and you can apply for a waiver if the co-payment is out of reach. DVA separately offers Household Services compensation for veterans who can no longer do jobs like mowing because of an accepted, service-related injury or condition.
It is worth doing the arithmetic for a Cairns yard. Fifteen hours spread over a year works out to well under an hour a fortnight. The Bureau of Meteorology describes the northern wet season as running between October and April, with humidity constantly above 60 per cent and lush green grass. That is the stretch when a lawn needs the most visits, so the funded hours may cover part of the year and you may want to top up privately in the wet months.
For CHSP, My Aged Care says you are expected to contribute to the cost if you can afford to, and each provider sets its own prices. Under Support at Home you contribute based on the service delivered and what you can afford, and Services Australia may ask about your income and assets to work out the amount.
How to arrange help, step by step
- 1Pick the right starting point. Aged 65 or older: My Aged Care. Under 65 with a disability: the NDIS on 1800 800 110. Veteran Card holder: the VHC assessment agency on 1300 550 450, and DVA's garden help page suggests asking which of Veterans' Home Care or Household Services suits you.
- 2Apply for an assessment. Call My Aged Care on 1800 200 422 (Monday to Friday 8am to 8pm, Saturday 10am to 2pm) or use its online eligibility check. For face-to-face help, Services Australia books free appointments with an Aged Care Specialist Officer on 1800 227 475.
- 3Read the approval letter. It lists the services and funding you are approved for. If garden help is not on it and you need it, say so and ask for a reassessment when your needs change.
- 4Choose a provider. Use the My Aged Care Find a provider tool with a Cairns postcode. Under CHSP you can use a different provider for each service, so garden help does not have to come from the same organisation as cleaning or transport.
- 5Agree the schedule and the mix of services. Under Support at Home you can ask to change the mix at any time. The VHC assessment agency contacts you for a reassessment every 6 months, and you can call 1300 550 450 sooner if your circumstances change.
- 6Cover the gap. My Aged Care says the wait after assessment depends on provider availability in your area, and Support at Home funding waits depend on your priority category. If the grass will not wait, book a private lawn mowing round in the meantime.
What to ask a mowing contractor
Funded or private, the same person is going to be walking around the house regularly. These questions sort out most of what matters to an older resident and to the family keeping an eye on things.
- Are you insured for public liability, and can you show the certificate?
- Are the people who come to the house police-checked?
- Will the same person or crew come each visit, and will you tell us if that changes?
- How will you let us know you have been? A text to a family member after each visit saves a lot of phone calls.
- What happens when rain washes out a mowing day in the wet season, and how soon do you come back?
- What happens to the clippings, and do you blow the paths and driveway clear before you leave?
- Will you mention anything you notice, like a lifting paver, a blocked gutter or a gate that no longer latches?
- If funding is involved: can you be paid from it, and who sends the invoice to whom?

Keeping paths and steps safe
For many families the lawn is not the real worry; the path to the letterbox is. Healthdirect notes that falls are a major health concern for people aged 65 and over, and its falls prevention advice includes removing moss, slime and fallen leaves from outdoor paths and keeping walkways clear of clutter.
In a humid Cairns wet season, shaded paths and steps that never quite dry are the ones to watch. Keep hoses and pots off the walking line, ask whoever mows to blow the paths clear, and if a path has gone dark and slick, high pressure cleaning takes the growth off. Piles of prunings and palm fronds can go with green waste removal rather than sitting beside the path.
